Dave Cogar
Assistant State Commissioner, Baseball Operations

Deceased in 2025

Dave Cogar served as the Virginia District 8 Commissioner for baseball and softball from 2012 until his election to the Babe Ruth Leagues of Virginia Executive Board in 2023. During his years as District Commissioner, District 8 leagues hosted 11 State baseball tournaments, 11 Southeast Region baseball tournaments, and 2 World Series, with Dave being the on-site Commissioner’s representative for most of them. When the teams had departed after the final game and the dust was settling (literally and figuratively), Dave was always there to ensure that all was in order, quipping that he was “living the dream!”

Previously, Dave had served for nearly 20 years as a manager, volunteer, and board member for the Greater Manassas Baseball League, including six terms as league president. Prior to his service to Babe Ruth Leagues, Dave served three seasons as a volunteer assistant coach in the Harrison County Little League in the early 1980s after completing his education at Fairmont State College (now University). Professionally, until his retirement, he worked for AT&T for almost 30 years with experience in billing, sales, customer support, and contract program management.
